The way it's generally intended, Before Clovis.

It's a tautology. But so are words like "irregardless" and "inflammable."

Yes, I would think pre-Clovis would be a preferred term because there is a time reference provided.

Anyway it is an interesting paleo site and hopefully they will get into a Clovis or earlier level.
