The whole description lends to confusion, in my opinion. When the clovis point was lost there by someone 12,000 years ago....... There were no mounds.
People dig the mound area and come across something that was lost long before the mounds were created. Seems pretty simple.

I agree with Dr. Dave, it seems pretty strait forward to me. It's not the first time people have been surprised and found Clovis relics under later layers. Gault comes to mind.
