fulgurite ?????

found this on a site yesterday , cleaned it up and still cant figure it out , its not a sand fulgurite, but it appears to be melted rock, little bubbles on the part that was in the dirt, bits of sand fused to the stone, i could be wrong and maybe its glass, but where i found it i doubt it , and dont think glass would melt like this and leave bubbles like it was boiling, and only in one spot ????? any ideas?

Looks like milky quartz that had a softer material included in it and dizzolved, casing the bubbles. Just a guess...
