Flat bone?

Found this summer (upstream to hunting area) underwater and nestled between some shale slabs. Might have been a recent wash out:

I know Mother Nature and erosion can do some tricky things, but it just seems too rectangular and thin to not get a second opinion. I don't see any rodent gnaw marks on it either... Weird.
