Need some help on this one???

i know this isnt an arrowhead but i figured someone here could tell me about this,i found it in an old trash pile on the edge of my buddies cow pasture. i think it is an old car tag but im not sure,ive searched online just about everywhere and i cannot find one that resembles this particular one,it looks like the old 1930's car tags are the same size as this one. this is 4''x12'' and is from where i live Alabama. any help on age or if this is even a car tag or possibly a boat tag. it is made of tin and looks to have been painted at one time. Thank You.
